He says he was visited by the Chair who updated him on the situation with Carlos Perera, the Finance Department and the questionable purchases of x-ray machines, and he was the one who actually recommended the audit. Today, Marin acknowledged that the U.D.P. will take a hit from the questions arising about political appointee Carlos Perera.

“Everything affects us politically; anything that we do, anything that we say affects us politically. But at this point in time, once we call in the audit that means that we don’t mind who you are or where you are located or your status. We will investigate and that’s what we are doing.”

“Sir, the C.E.O. has said for questions of transfers, for questions of what happens to people like Nasley Sommerville and Melinda Guerra, we have to turn to the public service, but we know that isn’t true. The Public Service will not go in and transfer people, especially high level people, without direct input from the Ministry of Health. Could you give assurance to the public that proper steps have been taken in response to very damning reports, financial misappropriations, contravening of the financial orders that have come out in both orders so far?”

Pablo Marin

“Well as you know, and we have it on record, as things like this happen, again the audit committee was asked to go in. We did send a letter requesting public service to do certain transfers and there is where it bucks. There is nowhere else or nothing else that we can do; public service is the ultimate thing. Whenever we are going to hire someone, although we have the opening, it has to go to public service and if they say no you can’t hire this person that is where it bucks. The Board will decide, although I am the Minister of Health, it’s the Board decision. The good thing is that we have a good relationship with the Chair and the Board that whenever things happen like right now with this buying of the x-ray, she will come direct to us and say what are you going to do, what do you think. And we do give advice as this is what is supposed to happen. With the C.E.O., I have put it to record, I do believe that we need to change this C.E.O.—I have said it in the national assembly—and that is where it stands.”

“The K.H.M.H. C.E.O. or your one?”

Pablo Marin

“No, no, no. My C.E.O., he will stay there; he is doing a great job and normally I would not say this but I would put my head on the block for the C.E.O.”
